Can the devil (“thief”) teach Genuine Love and Proper Justice for the betterment and rehabilitation of the perpetrator? No, as the verse below clearly implies too:

In a Time of Human Hate
Though it makes sense,
We need to think ‘beyond being driven by human feelings only” —–> and think about God’s Word and His Love —-> even remembering how God Forgave us believers too —-> thus, the best Way forward is to extend Mercy to the Guilty & leave Judgment entirely to God Alone (e. g. Judicial System or God’s Afterlife Judgment only):

Let us Solemnly Remember and Know that our Blessed Saviour Loves All His Enemies (and thus He Commanded us to do likewise) and Will have them all to be saved as well Post-Judgment too as ‘it is Written’:

Please note carefully that “hate thine enemy” (for whatever reason, Matthew 5:43) is ‘disallowed’ and instead we are commanded to “love our enemies” (Matthew 5:44) without “hypocrisy” either (Romans 12:9) under the New Covenant.
Indeed, God NEVER Changes (His Perfection Commands us to leave Judgment to Him, even reminding us that He Loves all His Enemies too and Will Save them as well Post-Afterlife-Judgment if they didn’t repent on Earth):

But God would not take away a life [even in afterlife Judgments after they die, context mentioned prior]; He would devise plans so that the one banished from Him [after they die and are judged in afterlife Judgments] does not remain banished.” – Wise woman of Tekoa to king David (2 Samuel 14:14, CSB)
I inserted the brackets, [emphasis, which are my own words for explanations] in verses above. For example, please compare with the CSB translation by itself to understand these parallels:

The ‘worst love’ is a ‘hypocritical love’ where one ‘secretly hopes the worst’ for ‘their enemies’ (e. g. hoping for eternal hell toward one’s enemies):
