Who tests us, God or the Devil?

God tests us (to do good) while the devil tempts us (with evil).

The difference is: If you’re enduring hardship for “good” (evil done to you purposely whilst you walk right with God, at least try to), then it’s a test of God with the sole purpose of rewarding you greatly either in this life or the next or both.

Being tempted (to do evil) is not a test but us falling prey to the sinful things of this world lured by our own desires.

Proof verses that God tests you (literally):

For you, God, have tested us. You have refined us, as silver is refined.” (Psalm 66:10)

1Some time later God tested Abraham. He said to him, “Abraham!”

“Here I am,” he replied.” (Genesis 22:1)

Here’s the tempt part:

13When tempted, no one should say, “God is tempting me.” For God cannot be tempted by evil, nor does he tempt anyone; 14but each person is tempted when they are dragged away by their own evil desire and enticed. 15Then, after desire has conceived, it gives birth to sin; and sin, when it is full-grown, gives birth to death.” (James 1:13-15)

It’s not a power play of words.

In conclusion, it’s simple:

Tested to do good in an evil situation = by God to reward you & prove your faith.

Tested to do evil in any situation = by ourselves (own sinful desire) or the temptation laid by the Devil for your destruction if you fall prey to it.

The rewards:

Blessed is the one who perseveres under trial because, having stood the test, that person will receive the crown of life that the Lord has promised to those who love him.” (James 1:12)

Another famous example:

until what he had said came to pass, the word of the LORD tested him (Joseph).” (Psalm 105:19)

On one good condition:

No temptation has overtaken you except what is common to mankind. And God is faithful; he will not let you be tempted beyond what you can bear. But when you are tempted, he will also provide a way out so that you can endure it.” (1 Corinthians 10:13)

All taken “literally”.
