No.

As the verse in picture further verifies, it will “happen” (come to pass in “Time”)

P/S:

Let us note two deeper things when this truth was revealed namely the words “Lord Almighty” (not just “Lord”) and “sworn” which pretty much seals it.

Probably there is great truth in this saying below which agrees in principle to the verse too:

‘God doesn’t will what He won’t do and He doesn’t do what He does not will’

And

‘All else is the work of vanity by Creation which will not last if it’s not by God’s Will in the end’
