(i) His Unchanging Principle – Mercy beyond Judgment
Didn’t God speak “against” Ephraim?
Yes, due to his sins but God will still have Mercy (verse in picture, Jeremiah 31:20). His Mercy is unfathomable. And Jeremiah 31:21 insists (in context, consecutive verses) that ‘this’ is part of the ‘way’ by which we should go.

(ii) Oh, The Depths of His Mercy!
Future Times – When God has Revealed Himself upon the Earth
God Will have “Mercy” on “those” who “did not obtain Mercy” before too.

Context: please note the phrase “those who were NOT My people” (an analogy for Mercy drawn for them too in Holy Scripture in Hosea 2:23 agreeing to Romans 11:32 & James 2:13 as well) contrasted against the “known Mercy” upon “those who fear Him” (“His People”) as the verse below states:
“And His Mercy is on them that fear Him from generation to generation.” (Luke 1:50, KJV)
(iii) Why does He have Mercy on “all” (including both ‘His People’ and ‘those not His People’) eventually?
Because God is Good to “all”, His Mercy is upon “ALL” His Works (Psalm 145:9, Romans 11:32) by it, & He ‘Will Save the World’ (John 3:17, 1 John 4:14, John 1:29, 1 John 2:2):
“The LORD is good to all, And His mercies are over all His works.” (Psalm 145:9, NASB)
Yes, when ‘His Mercy’ is applied, ‘any Judgment Sentence ends’ (James 2:13) & ‘they are saved’ (Principles in Psalm 145:9, Titus 3:5, Romans 11:6, Romans 11:32, Hosea 2:23, 1 Timothy 2:6 too).
“For God has shut up all in disobedience so that He may show mercy to all.” (Romans 11:32, NASB)
“For judgment will be merciless to one who has shown no mercy; mercy triumphs over judgment.” (James 2:13, NASB)
“He saved us, not on the basis of deeds which we have done in righteousness, but according to His mercy, by the washing of regeneration and renewing by the Holy Spirit,” (Titus 3:5, NASB)
“Who did give Himself a Ransom for all — the testimony in its own times –“ (1 Timothy 2:6, YLT)
“and He Himself is the propitiation for our sins; and not for ours only, but also for those of the whole world.” (1 John 2:2, NASB)

P/S: Really? Is the ‘logic’ above Scriptural?
Yes. Proof verses ‘speaking the same thing’ (in essence):
“For just as you once were disobedient to God, but now have been shown mercy because of their disobedience, so these also now have been disobedient, that because of the mercy shown to you they also may now be shown mercy.
For God has shut up all in disobedience so that He may show mercy to all.” – apostle Paul (Romans 11:30 – 32, NASB)
Again, please consider these verses ‘carefully’ to ‘not’ miss out from this ‘Great Treasure from Holy Scripture’ (‘may thy joy be full’):
Regarding ‘These things’ (which ‘He commanded’ John 15:10 & ‘made known’, John 15:15):
“These things I have spoken to you so that My joy may be in you, and that your joy may be made full.” – Lord Jesus Christ (John 15:11)
“No longer do I call you slaves, for the slave does not know what his master is doing; but I have called you friends, for all things that I have heard from My Father I have made known to you.” – Lord Jesus Christ (John 15:15, NASB)
