Silence?

A fool uttereth all his mind: but a wise man keepeth it in till afterwards” (Proverbs 29:11)

Not silent ‘forever’… and ‘ever’… but ’till afterwards’.

P/S:

If wise men kept silent throughout history, “no” knowledge would have passed on.

Thus the point is this:

‘Be silent in speaking wrong things but be noisy in speaking good things’ for the edification (or ‘building up’) of others.

In short, it’s about “what” you speak.
