Mercy upon the ‘same’ all
“For God has shut up all in disobedience so that He may show mercy to all.” (Romans 11:32)
(God’s Good intention to save them ‘all’) by His Mercy:
“But when the kindness of God our Savior and His love for mankind appeared, He saved us, not on the basis of deeds which we have done in righteousness, but according to His mercy, by the washing of regeneration and renewing by the Holy Spirit,” (Titus 3:4 – 5)
But isn’t the verse above speaking of “us” (believers only)?
Verse 4 is for ‘all mankind’ and verse 5 highlights (not limiting His Love) to “us” (believers) by stating the principle that we are ‘saved’ by “His Mercy” only.
And by “His Mercy” being applied to “all” (Romans 11:32) earlier, it’s so clear that the ‘outcome’ is ‘same’ as it is ‘for us (believers)’ namely, ‘being saved!’ too.
This agrees perfectly with the ‘conclusion’ verses plainly declaring ‘salvation’ (being Saved) eventually for ‘all men’ likewise as it did for ‘those who believe’ as verses state so plainly:
(i) The Start verse –> describing the ‘Salvation for all men’
“For the grace of God that bringeth salvation hath appeared to all men,” (Titus 2:11)
(ii) The Intermediate (Process) verse —> describing the ‘Salvation of all men’
“Who will have all men to be saved, and to come unto the knowledge of the truth.” (1 Timothy 2:4)
(iii) The End verse —> describing the ‘final conclusion’ of the ‘Salvation of all men’ —> believers stated as more special as a reward for believing first (God is Fair)!
“For it is for this (end) we labor and strive, because we have fixed our hope on the living God, who is the Savior of all men, especially of believers.” (1 Timothy 4:10)
Beyond ‘men’, it applies to “all things” created as discussed in another post as the ‘definition’ & ‘conclusion’ verses for these (below) state irrefutablely:

“For by Him all things were created, both in the heavens and on earth, visible and invisible, whether thrones or dominions or rulers or authorities– all things have been created through Him and for Him” (Colossians 1:16)
–> Conclusion verse <–
“and through Him to reconcile all things to Himself, having made peace through the blood of His cross; through Him, I say, whether things on earth or things in the heavens.” (Colossians 1:20)
Are we supposed to “hide” or “declare” (preach) these things?
“These things command and teach.” (1 Timothy 4:11)
